Kyogle Council is seeking a highly skilled and experienced Manager Corporate Governance / Public Officer to lead and enhance our corporate governance functions.

This key leadership role will support the General Manager and Council in ensuring compliance with legislation, promoting transparency, and maintaining high standards of governance within the organisation.   • Total Remuneration Package up to $151,692 dependant on experience

Position Overview

The Manager Corporate Governance / Public Officer will be responsible for overseeing and maintaining corporate governance functions, including enterprise risk management, compliance, internal audits, and insurance. You will be tasked with providing expert advice to the General Manager and Council on governance matters, including privacy and the Government Information (Public Access) Act. This role also includes the statutory responsibilities of Public Officer for Council.

Key Responsibilities:

  • Develop and manage corporate governance strategies and policies
  • Ensure compliance with the Local Government Act, GIPA Act, and other relevant legislation
  • Oversee the Integrated Planning and Reporting Framework (IPRF) and manage Council’s risk management processes
  • Lead the preparation of reports for Council and other management bodies, including audit and risk committees
  • Manage the Council’s insurance portfolio, leases, and purchasing and tendering processes
  • Act as Public Officer of Council under the Local Government Act 1993, ensuring legal compliance in community requests, submissions, and document service
  • Lead and manage the Audit, Risk, and Improvement Committee (ARIC), providing oversight on compliance, risk management, and fraud control
  • Ensure the ongoing development and compliance of internal audit processes, policies, and procedures

To be successful in the role, you will need:

  • Tertiary qualifications in legal, business administration, or a related discipline
  • Strong working knowledge of the Local Government Act 1993 and related regulations
  • Extensive experience in corporate governance, internal audits, and risk management
  • Excellent interpersonal and people management skills with the ability to lead a diverse team
  • Proven ability to prepare high-quality reports and provide expert advice to senior management
  • Demonstrated experience in policy development and legislative compliance
  • Strong communication skills (both oral and written) and experience managing relationships with various stakeholders
