The Role

The Senior Asset Planner (Roads) in this role will support the development and delivery of the Capital Works Program through the Project Management Framework (PMF) for road, bridge and traffic related projects. The role would be suited to candidates with demonstrated experience in planning, design and management of road network assets, with strong project managements skills and ability to manage multiple projects at the same time. A strong emphasis would be also on technical capability, knowledge of applicable standards and use of materials, as well as ability to apply advanced systems for asset data analysis and modelling.       
You will produce civil engineering design solutions, consolidate project data, undertake preliminary investigations, consult with internal and external stakeholders and apply risk management processes whilst considering constructability, financial, safety, social and environmental factors.

Duties will include but not be limited to:

  • Assist the Team Leader to develop and deliver the Capital Works Program 
  • Preparation of project planning documentation including preliminary designs, project briefs, cost estimates, concept drawings and risk assessments
  • Performing site investigations and engaging consultants for specialist assessments and reporting    
  • Contribute to the development and implementation of Council's Delivery Program, Operational Plan and the Unit Plan
  • Assist in the procurement process for projects, including participating in assessment panel and as subject matter expert
  • Review and approve draft and preliminary construction drawings provided by the Asset Design Unit ensuring the scope and budgets are met and compliance with relevant standards.
  • Prepare and maintain relevant policies, guidelines and standard drawings for related asset categories and provide expert advice to the community, staff and Council.
  • Prepare grant applications and ensure compliance with reporting obligations to external authorities
  • Investigate and provide advice regarding acquisition and disposal of Council assets as required
  • Investigate and respond to customer requests as allocated and where applicable make recommendations to include in the Capital Works Program or request maintenance works as necessary
  • Contribute to the development of road asset prioritisation modelling, updating of Asset Management Plans and cyclic condition assessment of related assets 
  • Participate in community consultation processes for projects identified on the Capital Works Program in conjunction with other Departments of Council as required

You will have:

  • Tertiary qualification in Civil Engineering or equivalent experience in related field
  • Class C Driver's Licence 
  • WH&S Construction White Card. 
  • Extensive experience in investigation, strategic planning, prioritisation, design, construction and maintenance of related assets
  • A high level of understanding of asset management principles 
  • A high level of stakeholder engagement on issues and projects 
  • Project management skills 
  • Well-developed computer skills in Microsoft Office and GIS applications. 
  • Demonstrated experience in the preparation of project briefs, budgets, construction plans, specifications, BoQs contracts, and cost estimates
  • Knowledge of relevant Acts, Regulations, Legislation, Guidelines, Codes and Council Policies 
  • Understanding of Pavement Engineering including road pavement network modelling and pavement design.

The salary range for this opportunity commences at $111,988 (Grade I, Step 1) + Car Allowance + 11.5% super. Salary may be negotiable dependent on skills and experience. (A 3.5% Civil Liability Allowance may be applicable to some professional qualifications)
