POSITION PURPOSE/OBJECTIVE
Provide high level traffic engineering services to contribute to the efficient, safe, and
equitable traffic and road system to meet legislative and compliance requirements. The
role is responsible for the provision of specialist technical advice on traffic, transport,
parking and road safety engineering advice to Council and stakeholders across a range
of engineering matters.

KEY RESPONSIBILITIES
• Investigate, coordinate, and represent and resolve operational traffic, road safety and
parking related matters
• Coordinate, manage and deliver day to day, operational traffic matters including but
not limited to, signs and linemarking program, customer service requests
• Deliver exceptional advice complying with all necessary design specifications in regard
to operational traffic matters

• Prepare submissions for State and Federal agencies in support of applications for road
safety improvements
• Assess, prioritize, and develop programs for Active Transport, traffic facilities, Black
Spot, and road network improvements
• Identify and address deficiencies in the Local and Regional road network
• Identify and address deficiencies in the Sate road network and work with Transport for
NSW (TfNSW) to initiate improvements on Classified Roads.
• Plan traffic management programs in accordance with relevant legislation, authorities,
and Council policies
• Acquire, analyse, and interpret traffic accident data for the Blue Mountains Local
Government Area (LGA)
• Engage and manage consultant services for traffic assessments, parking studies and
designs as required
• Undertake detailed investigations of traffic related matters (safety and efficiency) and
prepare detailed technical reports, including findings and recommendations, for the
Local Traffic Committee

Workplace Health & Safety
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and
in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal
protective equipment, which the Council deems necessary and has provided; be safety

Compliance & Risk
You are responsible for ensuring that you conduct your risk management responsibilities
as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the
ERM Framework) with the goal of ensuring that potential issues are identified and reported
in a timely manner. In undertaking your work should you identify contaminated land or
potentially contaminated land, including but not limited to asbestos contamination you are
required to notify your supervisor immediately.
COMMUNICATION
The incumbent will review and resolve issues for road safety, traffic, and transport
planning matters with staff in other areas of the Council. The position will provide key
advice and recommendations within the Council and to external bodies and stakeholders.
Excellent interpersonal, negotiation and conflict resolution skills are required to be of a
high level with professional report writing skills.
JUDGEMENT & PROBLEM SOLVING
Determine the framework for solving problems and using judgement in the development
of systems for asset and transport & strategic planning. Seeks innovative solutions to the
unique character of the City within a World Heritage Area.
Research, develop and review to integrate with work/activities. Needs to interpret and
satisfy internal policy, legislative, and technical requirements, particularly Roads Act,
Workcover, and Australian Standards.
AUTHORITY
The role requires the incumbent to provide specialist professional service and advice in
an autonomous fashion, Strong independent judgement and abstract thought is required.
Decisions are made in scope of Councils policies and procedures and with delegations
assigned to the role.
SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
ESSENTIAL
• Degree in relevant discipline or extensive relevant experience in engineering with a
minimum of 5 years’ experience
• Demonstrated ability to resolve complex engineering/transport related problems,
negotiate viable options with stakeholders and implement preferred solutions
• Proven ability to prepare technical concise reports, correspondence, presentations on
various operational engineering issues
• Demonstrated ability to consult with effectively and fairly with internal and external
customers which may involve complexity
• Strong interpersonal & communication skills (written & oral) together with proven ability
for negotiation and conflict resolution.
• Proven ability to work effectively with minimal supervision and as a valuable member
of the team

• Demonstrated ability to complete ongoing complex planning to ensure tasks are
effectively coordinated
DESIRABLE
• Experience in traffic modelling and parking analysis
• Experience in the design and construction of traffic facilities, including Active Transport
facilities
