Position Objectives

The Coordinator ICT Program is responsible for a number of outcomes:

  • Planning, coordinating and delivering ICT Projects and programs within ICT portfolio including vendor/partner run initiatives.
  • Responsible to establish and deliver a program roadmap of initiatives that drive benefit for City of Ballarat.
  • Planning, scheduling, monitoring and reporting activities related to the program to ensure each project contributes to the overall success of the portfolio.
  • The position is responsible to identify risks and manage issues with appropriateness of work, identify interdependencies, impact on business activity, deviation from strategic aims, erosion of expected benefit, program staffing and costs.
  • Manage project budgets within the programme of work, monitoring expenditure and costs against delivered and realised benefits as the programme progresses.
  • Manage program resources, expenses and capital costs against project/program forecasts.
  • Develop, lead and maintain strong, collaborative working relationships with Council stakeholders, partners and customers in relation to business improvements and technology project outcomes.Collaborate effectively with the broader project management community to facilitate standardisation through reuse of standards, practices, tools and process for project portfolio delivery.
  • Advocate ePMO methods and tools to deliver a standardised quality of service of portfolio, program and project management.

Qualifications and Experience

  • Degree or diploma qualifications in a Project Management domain along with relevant significant experience working as a Project and/or Program Manager.  
  • Relevant Project Management certifications such as PMP, Prince2, etc.  
  • Demonstrated People Management experience. 
  • Demonstrated understanding of Project Methodology frameworks and processes is essential including Cost models, scheduling, change requests, scope management, issues and risk management, status reporting, and a sound understanding of budgeting and financials.  
  • Demonstrated ability to multi-task and to effectively manage multiple projects and actions concurrently.  

Key Selection Criteria

  • Qualifications and experience as listed above.
  • Demonstrated ability and experience in managing multiple complex ICT related projects concurrently, including project scoping, planning, governance, reporting, implementation, and benefits realization using a recognized project management methodology such as AGILE, Prince2 or PMI
  • Demonstrated experience managing, controlling, and reporting on project budgets, including assisting project sponsors with understanding total cost of ownership and return on investment.
  • Extensive experience in conducting EOI and/or Tender commercial negotiations with vendors and management of the vendor/client organisation interface throughout the Project lifecycle.
  • Strong leadership, people management and team building skills to effectively lead cross functional project teams.
  • Excellent interpersonal, verbal, and written communication skills
