THE OPPORTUNITY:

Snowy Valleys is in an enviable position experiencing sustained development growth and investment throughout the Local Government Area. As a key contributor to Council's success in development and strategic outcomes, your mission will ensure that this growth is sustainable through the development and implementation of major projects and infrastructure programs.

You will be responsible for managing all aspects of the planning, delivery and review of major capital projects throughout the complete project life cycle.

You will be able to showcase your project management skills and experience by overseeing the delivery of a diverse range of projects and programs that are located across the entire Snowy Valleys Local Government Area.

Key components of this position will include:

  1. Preparation of project briefs for various disciplines including, but not limited to:
    1. Civil works and infrastructure programs
    2. Major Projects — including external — agency grant funded projects.
    3. Building and Property Assets Upgrades Urban design upgrades for Town Centres in the Snowy Valleys Council LGA
    4. Public domain and streetscape upgrades LGA wide Traffic facilities and walking trail / cycleway related infrastructure.
  2. Oversee and coordinate the management of multi-disciplinary consultant teams.
  3. Manage the complete life cycle delivery of assigned projects.
  4. Clearly document project requirements and deliverables in Councils standard Project Plan template
  5. Deliver and manage project schedules and detailed timelines for major capital projects to meet grant or tender conditions, community and/or customer needs and organisational priorities.
  6. Preparation of project plans, feasibility studies budgets estimates, risk management plans and project timelines in consultation with key stakeholders (both internal and external)
  7. Prepare tender and contract documentation for assigned projects and programs in accordance with Councils procurement policies including detailed cost estimates and quotes.
  8. Undertake and coordinate regular project review meetings with key stakeholders prior to project commencement as well as throughout the project's life cycle.
  9. Oversee and project manage construction works for allocated projects and programs for Civil works and infrastructure, property upgrades, urban design I public domain / streetscape upgrades, traffic and walking trail / cycleway related infrastructure.
  10. Undertake site inspections for all allocated projects and programs and maintain a thorough document and photographic record of all allocated projects and programs in accordance with Council's document management requirements.
    1. Ensure that the construction works meet Council's project brief requirements and the project
  11. is completed within the agreed time and to the agreed budget. Manage all risks and scope changes to ensure allocated projects and programs remain on track and within budget.
  12. Facilitate and coordinate with Council's Community Engagement Coordinator on all public consultation requirements for all assigned projects and programs.
  13. Attend key stakeholder and community meetings to communicate works as required. These meetings can be held after hours.
  14. Promote information sharing and knowledge transfer within the organisation to drive performance and to enhance the organisations project management capability.
  15. Provide regular feedback and updates as necessary to the Director and General Manager
  16. Undertake all corporate reporting as required by Council using its corporate reporting systems.
  17. Deliver all projects in accordance with relevant legislation, adopted strategies and plans to meet community and/or customer needs and organisational priorities.
  18. Oversee and manage all statutory compliance activities and documentation throughout the delivery cycle of all projects.

To be successful in this role you will be an experienced professional with tertiary qualifications in Construction Project Management, Engineering or a related field in infrastructure delivery.

REWARD:

The Total Remuneration Package (TRP) for this position is $160K, including Civil Liability Allowance and market allowance. Further increases may be negotiated with the right candidate depending on skills, qualifications and experience.

A fully maintained Council motor vehicle can be provided for private use on a leaseback arrangement. Council may also consider flexible work arrangements for this position in accordance with Council policy.
