Council has an exciting new opportunity for a Senior Property Management Officer to join the Governance & Risk team. In this role, you will lead the development and implementation of a new long-term property management strategy to deliver fair, consistent and transparent outcomes across rent setting, outgoings, agreement terms and conditions, risk management, and community benefit and asset utilisation. 

About this opportunity

If you are passionate about property management and community outcomes, this role is for you. The Senior Property Management Officer will have the opportunity to focus on Council’s property portfolio and maximise benefits for our community and ratepayers. You will develop a long-term property strategy, negotiate agreements and provide advice on property and asset governance matters. You will also work collaboratively with stakeholders including State Government agencies in relation to Crown Land assets.

We are looking for someone to:

  • Develop, update and implement a long-term property management strategy, policies and work procedures that ensure effective and efficient property management consistent with Council’s corporate objectives and community expectations.  
  • Consult and work constructively with stakeholders, tenants, committees, government agencies and traditional custodians to facilitate effective and efficient property management outcomes.  
  • Manage leases and licences including renewal negotiation, rent reviews and tenant compliance and prepare periodic service and operational performance reports. 
  • Provide advice or coordinate, where necessary, legal advice on legal compliance, land, property and building issues relating to the property function. 
  • Coordinate Council’s property management in relation to purchase, sales and lease expression of interest processes in accordance with legislation, regulations and sector best practice.  
  • Work with the State Government to facilitate land transfers, land title corrections and Crown Land reservation issues impacting Council and privately owned land.  

What you will bring

  • Demonstrated ability to think strategically and develop and implement long-term property management strategies to achieve corporate objectives.
  • Demonstrated experience in independently managing leases and licences including agreement negotiations and preparation, rent reviews, valuations and tenant compliance.   
  • Demonstrated working knowledge of property law in the local government context including the Local Government Act, Retail Leases Act and the Crown Land (Reserves) Act.
  • Strong ability to work collaboratively to negotiate and resolve complex problems with key stakeholders and tenants to further Council’s best interests and community benefits.
  • Experience in developing policies, work procedures and performance reports.
  • Demonstrated commitment to quality customer service.
