About the role:
 
The Director Corporate Services is a member of the Executive Leadership Team (ELT) in the Diamantina Shire Council and will play a critical role in managing the corporate services function for the business, developing a strategic vision to grow a range of enabling services within the Council. 
 
The position oversees the functions of finance, procurement including stores, governance, grants management and technology. These functions are considered high priority for Council to enable it to achieve its strategic goals and future direction.
 
The Director of Corporate Services will lead the team to provide services in accordance with Council’s corporate and operational plans and contribute to the effective, efficient and economical stewardship of public resources.
 
Roles and responsibilities include, but are not limited to: 

  • Provide expert advice and assistance to senior executives and managers on a broad range of strategic financial management, procurement and technology activities in accordance with relevant legislation, policies and guidelines.
  • Prepare the annual review of the long-term financial plan, with a particular focus on financial modelling and analysis, functional services priorities and budgets.
  • Prepare and enhance the Corporate Plan and Operational Plan against the budget and produce variance reports.
  • Drive and implement a Customer Service framework, including customer service standards and reporting to create a culture of customer centricity which embodies Council’s Mission and Values.
  • Implement a records management framework and guideline to maintain digital information and records to meet legislation and in accordance with approved disposal authorities.
  • Initiate, develop and implement long term strategies and plans to ensure the Council’s long-term goals are developed and met in a context of changing needs, opportunities and constraints.
  • Use data-driven insights to evaluate and improve financial management and governance initiatives. 

Experience and qualifications    

  • Tertiary degree in business, commerce, financial management, law or equivalent significant knowledge and experience.
  • CPA (Desirable, but not essential)
  • First Aid and CPR Certificate of willingness to obtain
  • Significant experience is leading a corporate function, ideally in finance management.
  • Demonstrated ability to lead, manage and develop a multi-disciplinary successful team.
  • Highly developed written and verbal communication skills with the ability to build professional relationships with a variety of stakeholders.
  • Ability to write comprehensive reports, business letters, and related correspondence.
  • Proven ability to manage priorities, organise resources and deliver results.
  • Sound knowledge of relevant statutory obligations, e.g. Heritage Act 2018, Disaster Management Act 2003.
  • Excellent Working knowledge of the Microsoft Office Suite of products (Outlook, Word).
  • Working knowledge of Local Government Legislation and meeting procedures.
  • ‘C’ Class Queensland Drivers Licence or higher
