The Governance Division is responsible for Corporate Governance, Council Governance and Information Assets (Record Management). Key functions include record management, risk, legal, compliance, grievances, insurance, Freedom of Information, business continuity, audit, elections, meeting procedural support and Council agendas and minutes. The division also provides professional services in the areas of policy, legislative delegations and authorisations.

 

About the Role:

Are you an experienced governance professional looking for a leadership opportunity? The City of Salisbury is seeking a dynamic and strategic Team Leader to lead our Council Governance and Information Assets (Records Management) teams. In this key leadership role, you will drive better practice governance, ensure compliance with statutory requirements, and support effective decision-making across Council and its Committees. You will also oversee policy frameworks, statutory reporting, and governance projects, making a meaningful impact on the City's operations and community outcomes. Key Responsibilities:

  • Lead and support the Governance and Information Assets (Records Management) teams.
  • Provide expert advice on governance matters, including meeting procedures and statutory compliance.
  • Develop, implement, and maintain policies and procedures related to Council governance.
  • Oversee the Delegations and Authorisations Registers and ensure compliance with regulatory requirements.
  • Coordinate the preparation and distribution of business papers for Council and Committee meetings.
  • Coordinate accurate and timely minute-taking at Committee and Council meetings.
  • Manage statutory registers and coordinate statutory reporting requirements, including the Annual Report.
  • Support training and capacity-building in governance, decision-making, and report writing.
  • Lead governance projects, such as Representation Reviews, Elections, and Confidentiality Orders Reviews.
  • Represent the City of Salisbury in governance networks and Local Government working groups.

 

To be successful in this role, you will have:

  • A tertiary qualification in public administration, law, business, or a related field.
  • Experience in developing and implementing governance reforms to improve organisational effectiveness.
  • A strong understanding of governance in a Local Government context.
  • Proven ability to interpret and apply legislation, particularly in a governance setting.
  • Experience in policy development, implementation, and review.
  • The ability to work effectively in a political environment and support governing bodies.
  • Experience in coordinating Local Government Elections and Representation Reviews.

 

Special Conditions

  • Attendance at after-hours Council and Committee meetings and CEO Briefing Sessions may be required.
