ABOUT THE ROLE

This is an exciting newly created role.  We are seeking an innovative and driven individual to develop and grow the volunteer program that will enrich the lives of people within the Liverpool community, as well as finding ways to provide entry level employment opportunities for people seeking their first step into the workforce. A self-motivated person with ideas, drive and enthusiasm along with the organisational skills to ensure proper process is embedded, will be supported by an outcome-focussed People & Culture team where everyone brings their best to work each day. 

The role has two key components

The first one is the creation of an internal volunteer program and management service for Liverpool City Council. The volunteer coordination efforts include firstly the establishment and promotion of the benefits of volunteering that build community and increase volunteering opportunities in Council.  This will also require sourcing volunteers training, onboarding, maintaining volunteer records and ensuring individuals volunteer experience is rewarding.

The second component is the development and implementation of entry level job opportunity programs for graduates, cadets, trainees, and apprenticeships across the organisation. You will have a pivotal part to play in ensuring job and career opportunities are created for foundational roles which will ensure we are building a future workforce for Council and providing school and tertiary students with their first steps in the labour market.  

KEY RESPONSIBILITIES

  • Identify and co-ordinate Talent Pathways for volunteers, graduates, cadets, trainees, apprenticeships, and work experience.
  • Identify and co-ordinate hiring strategies for Graduate, Cadet, Trainee, Apprenticeship, and work experience program intakes including promotional opportunities, advertising, campaigns and events.
  • Lead, design and implement processes for engaging Volunteers, Graduates, cadets, trainees and apprentices.
  • Partner with Directors and Senior Managers to identify resourcing requirements for all potential opportunities in the programs.
  • Manage and maintain a comprehensive Volunteer database.
  • Liaise and collaborate with relevant Directorates, and WH&S personnel to develop Volunteer resources and appropriate training programs.
  • Work with all directorates to create and design a Graduate, Cadet, Trainee, Apprenticeships induction/training program to be run throughout the year.
  • Work with a range of key stakeholders including secondary and tertiary educational institutions, training providers and service providers to facilitate effective engagement and hiring outcomes.
  • Work with relevant stakeholders on the development and implementation of diversity and inclusion strategies.
  • Create a platform to manage talent pools for Volunteers, Graduates, Cadets, Trainees, work experience and Apprenticeships.
  • Identify, promote and utilise Australian Government subsidies programs.
  • New starter onboarding, data entry, coordination of entry level employees work variation arrangements. 

ABOUT YOU

You will either have a background of managing/coordinating Volunteer programs OR will have a recruitment background in foundational entry level recruitment roles such as graduates, trainees and/or apprentices in multiple disciplines.  

With a background or expertise in one area you will need to demonstrate a keen interest and willingness in taking the initiative to build and learn the other component.  

This position will suit a confident go getter with a can do and hands on approach. You will be able to communicate effectively and work in collaboration with multiple stakeholders including school leavers, volunteers from diverse cultural backgrounds as well as management and external partners such as universities, employment agencies and cultural and First Nations community groups.  Equally you will be able to work autonomously in your day-to-day tasks and responsibilities. 

You will have:

  • Proficiency in developing processes from the outset.
  • Hands-on experience with various attraction and sourcing strategies as well as recruitment tools and the ability to pick up new systems and processes quickly.
  • Demonstrated sound experience in effectively engaging with businesses and stakeholders to develop a shared strategy and deliver agreed outcomes on time.
  • Demonstrated experience in resolving problems and managing conflict.
  • Demonstrated experience in producing written documentation of a high standard including reports, briefs, presentations, submissions, and correspondence.
  • Demonstrated experience in the use of Microsoft Office suite including Visio.
  • High level interpersonal and organisation skills, particularly in customer service environments.
  • Ability to map recruiting process and identify efficiencies.
  • Knowledge of Work Health and Safety practices, the principles of Equal Employment Opportunity, ethical practice and multi-cultural diversity and Local Government related employment legislation.

Salary will be dependent upon the relevant skills, experience, and competencies of the successful applicant.
