POSITION PURPOSE/OBJECTIVE
To lead the Cultural Development team, projects, and programming within the Blue
Mountains City Council Arts and Culture Services—planning and delivering a diverse
range of strategic initiatives that support local artists, creative people, civic enhancements,
and cultural partnerships. The position requires a multi skilled, flexible approach working
within a small multi-disciplinary team environment and interacting with a wide-range of
external stakeholders. The Program Leader will coordinate and lead the work of the
Cultural Development Team, maintain and develop stakeholder relationships, prepare and
administer grant funding, and develop public programming into the future. The role works
in collaboration with the Blue Mountains Cultural Centre, Braemar Gallery, and Blue
Mountains Theatre and Community Hub, and overseas delivery of key elements in
Council’s Creative Strategy and Community Strategic Plan. The position plays a key role
in contributing to the achievement of the Blue Mountains becoming “a centre of culture
and creativity” (City Vision / Map for Action objective).

The role also engages with and represents

organisations.
KEY RESPONSIBILITIES
• Project manage implementation of the Council’s annual City of the Arts Trust grant
program.
• Provide specialist advice / expertise on cultural development matters including
projects, programs, plans, policies and other initiatives.
• Initiate, design and develop projects, programs and / or strategies to address identified
cultural needs and support the local creative industry.
• Facilitate a coordinated approach within Council and between Council and other
agencies relative to the achievement of cultural development and public art including
the provision of cultural services and facilities.
• Lead the planning, development and operations of Council-owned creative spaces,
studios, and cultural development venues or facilities.
• Lead the cultural development team, inspire, encourage and monitor leave and
performance expectations
• Prepare reports for Council and management on cultural development matters as
required. Prepare submissions, sponsorship packages and advocate for funding to
meet cultural development needs and increase resources and capability.
• Provide input into the preparation and reporting of Council’s annual budget and
Management Plan as required by the Manager Arts and Culture.

Workplace Health & Safety
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and

protective equipment, which the Council deems necessary and has provided; be safety

COMMUNICATION
The position will provide key specialist advice to the organisation through the Manager
Arts and Culture, and where appropriate, directly to Council and other external agencies.
It will involve extensive liaison work with the arts community, cultural organisations, and
external government and non-government agencies involved in the arts, cultural
development, and the provision of funding, facilities and partnerships. This will necessitate
highly developed project management, negotiation, conflict resolution and interpersonal
skills.
The position holder will be also be an excellent communicator and leader who is able to
engage with a range of stakeholders to communicate and implement the vision for all of
the Council’s Cultural Development programs and initiatives. The role:
• Co-ordinates work that involves a wide range of contacts in local government, various
community groups and the arts and commercial sectors;
• Communicates effectively and accurately, to negotiate on, and respond to issues
arising, and to answer inquiries from contacts and stakeholders at various levels;
• Develops and maintains an up to date awareness of the interests of various
stakeholders so that information can be prepared to take account of the relevant
interests and issues;
• Works as part of a team and identify issues which restrict team performance and
produce strategies to overcome these.
JUDGEMENT & PROBLEM SOLVING
The position requires highly developed judgement and problem solving skills associated
with assessing cultural development trends, needs and priorities of the community at both
the City-wide and Area levels. The position will also be required to assess, analyse and
advise Council on complex multi-faceted cultural planning and cultural development
matters.

The working environment is complex and includes the Blue Mountains Cultural Centre,
Braemar House, Blue Mountains Theatre and Community Hub, and a wide range of
external partners, funders, and cultural development relationships.
Council policies and procedures are readily available however specific event, facility, and
public art policies and procedures are to be developed and updated regularly.
The position holder is expected to use independent judgment in the day to day running of
the facility and to balance the mix of community based, quality art programming, and
income earning initiatives to develop projects, public programs, facilities, and a vital
creative community.
AUTHORITY
• The position will be accountable to the Manager Arts and Culture for the provision of
expert specialist advice on all strategic cultural planning and development matters.
• Financial delegation - $15,000 for Cultural Development cost centres
• Has a high level of autonomy and uses independent judgment in the day to day
operations of the Hub.
• Has the authority to act within established operational and budgetary guidelines and
provisions of relevant Acts, Legislation and Regulations
• Is responsible for overseeing project delivery and supervising staff and contractors
• Major or complex decisions are made in consultation with the Manager Arts and
Culture.
SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
ESSENTIAL
• Degree-level tertiary qualifications or equivalent experience in one or more areas of
relevance to cultural planning and development.
• Extensive experience and in-depth knowledge of cultural development, the arts, and/or
other areas relevant to the position.
• Demonstrated extensive relationship building skills and experience in managing and
directing teams.
• Ability to provide key specialist advice and expertise on cultural planning, creative
placemaking, and arts community development matters.
• Sound financial and resource management skills.
• Strategic planning, reporting, risk management and personnel management skills.
• Ability to plan, develop, evaluate, manage and prioritise cultural programs, projects
and policies, including highly developed project design and report writing skills.
• Highly developed interpersonal and communication skills (verbal, written and
computer) with proven ability to liaise effectively with the community and with other
professionals in a range of disciplines inside and outside of Council.
• Highly developed problem solving and conflict management ability.
• Highly developed Project Management skills.
• Commitment to team work and ability to lead, resource and manage projects and
resolve operational issues, in accordance with delegation.
