POSITION PURPOSE/OBJECTIVE
A pivotal role in the planning, execution, and successful completion of construction and
maintenance works. This role provides a wide range of surveying and spatial services
across the City for the Blue Mountains LGA to facilitate design, engineering, construction
and cadastral requirements for all sections of Council.

KEY RESPONSIBILITIES
• Align work practices and methodologies to the Surveying and Spatial Information Act
2002 and association Regulations.
• Provide skilled knowledge in use of specialized surveying equipment, specialized
programs, CAD systems and the integration and presentation of data sets.

• Utilize a blend of traditional surveying tools and modern technology such as GPS and
GIS systems
• Undertake preparation and research for survey and design projects and works
• Provide land and engineering surveys for all types of Council construction and
activities, including detail survey for design, utility investigation, set-out for construction
and works as executed plans.
• Assist and conduct cadastral surveys
• Establish, maintain and check the State Survey control network in conjunction with
Spatial Services requirements and accuracies.
• Ensure Council compliance in relation to Preservation of Survey Infrastructure (POSI)
as governed by the regulations as required
• Plan preparation of all surveying work to accepted drafting standards and Council
specifications
• Ensure that all allocated projects are completed by agreed dates and in accordance
with agreed performance measures.
• Maintain Council’s specialized survey instruments such as Multi Stations, Total
Stations, Precise Levels and GNSS equipment.
• Ensure all surveying tasks are executed accurately and efficiently, utilizing advanced
surveying tools and software

Workplace Health & Safety
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and
in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal
protective equipment, which the Council deems necessary and has provided; be safety
aware and report any actions to your line manager which will assist the Council to meet

at all times to comply with Councils Asbestos Management Plan and Policy.
Compliance & Risk
You are responsible for ensuring that you conduct your risk management responsibilities
as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the
ERM Framework) with the goal of ensuring that potential issues are identified and reported
in a timely manner. In undertaking your work should you identify contaminated land or
potentially contaminated land, including but not limited to asbestos contamination you are
required to notify your supervisor immediately.
COMMUNICATION
The incumbent must have effective communication with all staff and key stakeholders
across Council. The position is required to communicate with a wide range of people
including but not limited to internal and external clients, contractors and consultants. The
position is also required to be part of work teams, working together to achieve a design
and civil construction work outcomes
JUDGEMENT & PROBLEM SOLVING
This position needs a sound level of sound judgment and problem solving skills. These
skills will need to be applied in both a practical manner in handling problems that arise in
field surveying and the completion of surveys, along with interpersonal skills in dealing
with various clients and other interested parties.
They will need to have:
• A strong ability to deal with problems that arise in both the field and office surveying
environments.
• The ability to work closely with the Principal Registered Surveyor to resolve any issues
that arise in the work situation and to achieve the necessary results.
• Excellent interpersonal skills in dealing key stakeholders
AUTHORITY
The position is responsible for:
• Liason with internal and external clients, ratepayers, residents, construction
contractors and other professional people as required to achieve satisfactory
outcomes to projects.
• Maintain survey equipment and stores to the level required for the proper operation of
survey activities.
• Work under the supervision for Principal Surveyor for conducting surveys

SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
ESSENTIAL
• Diploma in Surveying recognized by the Institute of Surveyors NSW.
• Demonstrated experience in delivery of land and engineering surveys as defined by
the Surveying and Spatial Information Act 2002
• Previous work experience in implementing Survey General Directions for projects and
works
• Demonstrated experience in projects and works in the use of multiple suite specialized
surveying equipment and analysis of data sets
• High level of knowledge and experience in the use of modern technology and software,
and adjustment programs
• Ability to work autonomously and within a team and prioritization of work
• High level of oral and written communication skills with sound interpersonal skills in
liaising with key stakeholders to resolve issues to deliver effective survey services
• A Current Class C Driver’s license
DESIRABLE
• Experience in the use of GIS software packages such as Mapinfo
• Local government experience in a similar role
