Position Objectives 

The objectives of this role is to:

  • Support the efficient and effective management of Council’s governance and statutory compliance functions by providing considered and efficient advice and feedback to the Executive Management team, all staff of City of Ballarat, and the Coordinator Risk, Governance and Compliance.
  • Provide guidance and support to the Governance Officer, Statutory Governance Officer, and Governance Support Officer, including by overseeing the functions of those positions, and encouraging effective teamwork and collaboration.

The Role

Reporting to the Coordinator Risk, Governance and Compliance, this position leads the governance team within the City of Ballarat to comply with its statutory obligations and partner with and support business units to deliver good governance. The role’s responsibilities include oversight of City of Ballarat’s governance, policy and procedure, statutory compliance, Freedom of Information, complaints management, and privacy functions. The position works in a dynamic and varied environment with a collaborative and fun team, as we support good governance across the City of Ballarat.

About You

We are looking for an experienced and collaborative individual with well-developed expertise in governance, policy development, statutory compliance (such as Freedom of Information, privacy and other legislative frameworks) and complaint management (including interacting with regulatory bodies). You have experience managing teams and are known to support and develop the skills of others around you. You are well-known for your ability to communicate and partner with stakeholders to gain cooperation and achieve outcomes. You have a well-developed ability to analyse and critically consider information to provide advice, recommendations and options to stakeholders. You are comfortable managing competing priorities with a positive attitude and a commitment to continuous improvement and good governance.

Qualifications and Experience

Completion of a degree or diploma course in governance/policy/compliance/law or relevant field with extensive relevant experience. This might also be acquired through lesser formal qualifications and substantial relevant experience, or through substantial relevant experience in the field of governance/compliance/policy/law or relevant field.

Selection criteria 

  • Qualifications and experience as listed above.
  • Demonstrated ability to champion, model and promote the corporate values.
  • Highly developed expertise and proficiency in governance and statutory compliance theories and underlying principles, including the application of theories and principles in practical circumstances, and ability to provide advice to staff on governance, policy development, statutory compliance, FOI, complaints management, privacy, and other governance and statutory compliance matters (preferably within the Local Government sector)
  • Highly developed expertise and proficiency in legal and investigative research, legislative and policy interpretation, including the ability to analyse and critically consider findings to provide advice, recommendations, and options to relevant stakeholders.
  • Highly developed ability and commitment to work as part of a collaborative team and contribute to the team environment.
  • High level customer service skills and excellent communication skills including the capacity to deal with people face-to-face, over the phone and via other mechanisms of communication as required.

Knowledge and understanding of health and safety issues relevant to work activities and work area.
